Corporate Leadership Team

The Fire and Emergency Services Authority (FESA) Corporate Leadership Team (CLT) is comprised of the Chief Executive Officer and heads of the six portfolios.

Wayne Gregson Mr Wayne Gregson, APM
Chief Executive Officer

Mr Wayne Gregson was appointed as the Chief Executive Officer (CEO) of FESA in September 2011, for a period of 12 months.

Mr Gregson joined FESA from Western Australia Police, where he was Assistant Commissioner Judicial Services. He joined the police as a cadet in 1979 and operated at the Assistant Commissioner level for seven years.

Mr Gregson holds a Master of Business Administration from Edith Cowan University, Graduate Certificate in Applied Management from the Australian Institute of Police Management and Bachelor of Arts from the University of Western Australia.

Lloyd Bailey Mr Lloyd Bailey, AFSM
Chief Operations Officer (Operations)

Mr Bailey has over 37 years’ experience in the fire and emergency services, having commenced as a volunteer firefighter, before joining the WA Fire Brigades Board in 1980 as a recruit. 

He has held positions in the FESA Communications Centre, the Breathing Apparatus and Rescue Section, and a number of metropolitan and country positions. He was appointed Assistant Chief Operations Officer Metropolitan Fire in December 2008.

As Chief Operations Officer, Mr Bailey is responsible for the direction and management of FESA’s operational response across all hazards and encompassing Fire and Rescue, Bush Fire Service, State Emergency Services, Volunteer Emergency Services and the Volunteer Marine Rescue Service.

Stephen Fewster Mr Stephen Fewster
Chief Operations Officer (Operations Support and Capability)

Mr Fewster has worked in both the State public service and the Department of Defence for the past 35 years.

His roles include senior positions within the Department of Justice, the Department of the Attorney General and the Department of the Premier and Cabinet. He has also held senior management positions with the State Emergency Service and Fire Services.

As Chief Operations Officer (Operations Support and Capability), Mr Fewster is responsible for operational readiness and standards, the development, maintenance and support of operational capability, hazard planning and training and professional development.

Frank PasqualeMr Frank Pasquale, BCom
Executive Director Corporate Services

Mr Pasquale has 22 years’ experience in business and finance, and commenced his Public Sector career with the Office of the Auditor General. In 1996 he joined the Bush Fires Board of Western Australia (WA).

Joining FESA in 1998, Frank has contributed to projects associated with past and future organisational development, in particular, the challenging implementations of the Financial Management Information System and Emergency Services Levy.

David CapornMr David Caporn, APM
Executive Director Community Development

Mr Caporn has more than 33 years’ experience in the public sector with a long history in the Emergency Management and Community Development arena including 32 years with WA Police.

In his current role at FESA he primarily oversees the business areas of Community Engagement, Risk Planning and Evaluation, and Research and Liaison.
